Girls Agency Made Measurable: AMPLIFY Girls and Girls Agency Lab Consulting Launch Groundbreaking Adolescent Girls Agency Portal
Nairobi (30th July, 2025) – Today, AMPLIFY Girls, a network of community-driven organizations in Africa, and Girls Agency Lab (GAL) Consulting announced the launch of the Adolescent Girls Agency Portal, the online home of the groundbreaking Adolescent Girls Agency Survey (AGAS).
This innovative website fills a critical gap for girls' empowerment programs in the development sector by providing organizations with a free, validated evaluation tool designed to demonstrate a program’s impact on a notably difficult outcome to measure.
"For years, girl-serving organisations have understood the value of equipping adolescent girls with a strong sense of agency," said Zack Fowler, Co-CEO of AMPLIFY Girls. "Despite this focus and the great work that has been done in support of girls, proving impact has been difficult, especially for community-driven organizations. This portal is a monumental step toward addressing that issue.”
At the portal's core is the AGAS, developed collaboratively by Dr. Aubryn Sidle and Dr. Brenda Oulo of Girls Agency Lab Consulting alongside AMPLIFY Girls and its network partners. Beginning with a group of 17 founding partner organizations representing girl-focused programs across East Africa, the network and those involved in the creation of the AGAS has since grown to over 40 organizations.
"We are proud to have led the development of the first psychometric survey of adolescent girls' agency created in Africa, for African girls," said Dr. Sidle and Dr. Oulo. "GAL envisions the portal as a catalyst for driving investment in programs that create transformative change, while strengthening the global evidence base on girls' agency."
While the portal is open access, the creators of the portal emphasize that it is best-suited for girl-focused organisations in Africa that offer life skills programs to girls and young women aged 13 to 24. These organisations and their programs are most aligned with the AGAS that powers the portal.
Beyond accessing the survey, organisations aligned with the AGAS can use the portal to upload survey data and receive automatic analysis and guidance on utilising results for programmatic improvements, grant writing, advocacy, and fundraising.
The platform's data pooling feature enables organisations to contribute anonymous results to a collective database, revealing trends in girls' agency-building programs and identifying characteristics of effective interventions.
"When community-driven organisations in our network voiced their inability to measure the impact of agency-building programs in 2018, we prioritized their voices," said Lucy Minayo, Co-CEO of AMPLIFY Girls. "The AGAS is agency in action; embodying our commitment to decoloniality by responding to partners' needs and priorities. This will transform development, placing communities at the center of impact measurement," Minayo added.
The portal is immediately available to girl-serving organisations in Africa at no cost, reflecting AMPLIFY Girls and Girls Agency Lab Consulting’s commitment to making high-quality evaluation accessible to all organisations working to advance girls' rights and empowerment. Funders and practitioners alike are already taking notice.
"The AGAS will help measure key outcomes of girl-centered programs… Metrics like confidence and self-esteem are great indicators of agency but can be hard to measure," said Trizah Gakwa of Be That Girl Foundation.
